Converts all electors marked as "Inactive - failed to vote" to active status as of the bill's effective date.

Authorizes the Secretary of State and county clerks to periodically conduct national change of address searches on all registered electors and continuously update registration records with new information.

Changes "voter information card" terminology to "voter confirmation card" and replaces the "Inactive" status with "Inactive - returned mail" for electors whose mail is undeliverable.

Requires the Secretary of State to conduct address searches within 60 days after general, municipal, primary, and coordinated elections, with county clerks sending confirmation cards to electors who have moved within the county, to different counties, or out of state.

Appropriates $366,958 from the Department of State cash fund for fiscal year 2012-2013 to implement the bill's provisions.
