Changes principal departments' reconciliation of authorized positions, payroll warrants, and appropriated full-time equivalent employees from monthly to annual reporting, with submissions due on or before September 1 each year.

Requires the Department of Personnel to consolidate all departmental reconciliations into a single report and submit it to the Office of State Planning and Budgeting and the Joint Budget Committee on or before October 1 each year.

Grants the Department of Personnel authority to abolish nonappropriated or vacant classified positions identified through the reconciliation process.

Exempts the Department of Higher Education from reconciliation requirements but requires it to report the number of authorized positions at each institution to the Department of Personnel by September 1 annually.

Effective date is August 8, 2012 (or the date following the ninety-day period after final adjournment), subject to referendum petition provisions.
