Amends Colorado Revised Statutes 26-13-108 to allow the state to redirect all or a portion of its share of public assistance recoveries to counties instead of retaining the full state share.

Requires the General Assembly to designate in a footnote within the annual general appropriations act the specific portion of the state's share that is redirected to counties.

Maintains existing provisions that deposits of recovered support amounts go to the county social services fund, with shares distributed to the federal government, counties, and state according to applicable law.

Takes effect July 1, 2012.
