Amends Colorado Revised Statutes 24-75-1104.5 to extend the definition of "disputed payments" from tobacco litigation settlement moneys received on or after July 1, 2008, removing the previous cutoff date of July 1, 2011.

Redefines "disputed payments" to include all settlement moneys received from participating manufacturers regarding Colorado's maximum potential NPM adjustment allocable share, as calculated by an independent auditor.

Includes any earned income or interest associated with the disputed payments in the definition.

Credits all disputed tobacco settlement payments to the State General Fund rather than allocating them to other designated programs.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
