Secretary of State shall develop and implement enhancements to the online business filing system including multi-entity account management, batch filing and payment capabilities, and improved search functionality.

Establishes "commercial registered agent" designation that allows registered agents to file a listing statement identifying all entities and trademark registrants they represent, with ability to update information for all clients simultaneously.

Allows reporting entities to select an anniversary month for filings different from the statutory default, but prohibits changing the anniversary month more than once per year.

Creates a business computer systems maintenance and enhancement cash fund funded by licensing and software fees collected by the Secretary of State, available for appropriation to maintain and enhance the Department of State's business systems.

Appropriates $525,788 from the Department of State cash fund for fiscal year 2012-2013 for information technology services and contract computer programming related to implementation.
