Senate Bill 12-128 Summary

• State Department may create an enhanced reimbursement program providing temporary increases in Medicaid per diem rates for alternative care facilities accepting clients discharged from nursing facilities.

• State Department may develop programs using tiered-rate, acuity-based, and enhanced reimbursements for alternative care facilities to serve Medicaid clients at risk of nursing home placement, informed by prior studies.

• Any programs created under this bill must be budget-neutral or produce cost savings to the state department.

• State Department must submit annual written reports to the Joint Budget Committee and relevant legislative health committees detailing program design, implementation, and outcomes.

• The statute automatically repeals effective July 1, 2015.
