Defines "broadband access" as a broadband connection providing minimum download speed of 4 megabits per second and upload speed of 1 megabit per second.

Requires the Office of Information Technology in collaboration with the Public Utilities Commission and broadband service providers to identify and map areas of Colorado without broadband access by January 1, 2013.

Directs the Office to create a geographic database of unserved and underserved areas and map all existing state-owned physical broadband assets including fiber, towers, conduit, and access points.

Authorizes the Office to establish an advisory panel with members from state and local government, broadband providers, and stakeholders to identify additional support mechanisms needed to expand broadband access.

Makes the Office responsible only for implementing aspects of these provisions for which grant funding is received from the Public Utilities Commission.
