SB 12-130: Governance of Child Development Programs

• Creates Office of Early Childhood within Department of Human Services to oversee and coordinate early childhood programs across state agencies, with goal of improving efficiency, effectiveness, and quality.

• Relocates Colorado nurse home visitor program, family resource center program, Colorado children's trust fund, and Tony Grampsas youth services program from Department of Public Health and Environment to Department of Human Services.

• Establishes Division of Youth and Community Development within Department of Human Services to operate youth development programs and coordinate with early childhood programs.

• Requires development of unified state plan for early childhood service delivery (birth to age 8) with approval by State Board of Human Services and State Board of Education, to be reviewed biennially.

• Requires post-enactment review five years after enactment using legislative declaration in section 26-6.1-101 to assess implementation success; takes effect July 1, 2012.
