Secretary of state shall develop and implement an on-line program to post statewide election-night returns on the official state website at no cost to county clerks and recorders

Electronic posting of election returns is required for all statewide elections beginning with the 2012 primary election and continuing for each subsequent statewide election, with returns posted by the evening of election day

$776,460 is appropriated from the department of state cash fund to implement this program, with funds available upon passage and remaining available until July 1, 2013

The act is declared necessary for the immediate preservation of public peace, health, and safety
