Directs the Colorado Office of Economic Development to create and maintain an electronic database of local businesses that must be online and operational by January 1, 2014.

Defines "local business" as a privately-held business with its principal place of business in Colorado and organized under Colorado law.

Requires businesses seeking inclusion in the database to electronically submit business information, certify local business status, and pay a filing fee; fees entitle businesses to 12-month listings in the database.

Allows any person to access and search the database free of charge by types of goods/services, business locations, and other relevant factors; authorizes development of downloadable mobile application software for database access.

Creates the Local Business Database Fund to receive all filing fees, gifts, grants, and donations, with the General Assembly making annual appropriations from the fund to cover database expenses.
