SB12-146 Summary

• Amends Colorado ethics statutes to prohibit public officers, assembly members, local government officials, and employees from accepting goods or services from contractors providing goods or services to their government entity, unless the transaction is legitimate, fair, and provides no benefit from official status.

• Adds goods and services offered by government contractors to the definition of economic benefits tantamount to gifts of substantial value in C.R.S. 24-18-104(2).

• Discourages public officers, local government officials, and employees from assisting immediate family members in obtaining employment, gifts, or economic benefits from persons they are in a position to reward with official action.

• Establishes mandatory prohibition for local government officials and employees against accepting personal goods or services from contractors with the same locality, with limited exceptions requiring fair terms, full consideration, and no special benefit from official status.

• Applies prospectively to actions undertaken on or after the effective date of the act.
