Makes permanent the Parks and Wildlife Board's authority to set fees for parks and outdoor recreation facilities and programs by removing the July 1, 2012 repeal date in Colorado Revised Statutes Section 33-10-111(5)(c)

Requires the board to provide the Joint Budget Committee with proposed fee rules and analysis before adoption

Mandates annual submission of fee lists by November 1 to the Joint Budget Committee, finance committees, and agriculture and natural resources committees of both chambers

Subjects all board actions to change fees to the State Administrative Procedure Act, requiring rule-making with timely notice and opportunity for public comment

Requires the board to include any proposed, changed, or under-consideration fees in its annual budget request to the General Assembly
