SB12-158 Summary

• Consolidates two public housing agencies (one from Department of Local Affairs and one from Department of Human Services) into the Division of Housing within the Department of Local Affairs by July 1, 2012.

• Designates the Division of Housing as the sole state public housing agency for administering and distributing federal housing assistance to low- and moderate-income households and persons with disabilities.

• Maintains two separate housing authorities within the Division—one for persons with disabilities and one for low- and moderate-income households—to ensure continuity of services.

• Requires the Division to maintain at least the same number of housing vouchers for persons with disabilities as were available from both departments combined in the 2011-12 fiscal year.

• Transfers administration of the homeless prevention activities program from a non-governmental agency to the Division of Housing within the Department of Local Affairs.
