Establishes a verification process requiring local governing bodies to review property owner remediation documentation, retest contaminated properties, issue certificates of compliance, and file public nuisance abatement actions for non-compliant properties.

Imposes a mandatory surcharge of $50-$500 on persons convicted of methamphetamine-related offenses under sections 18-18-403.5 or 18-18-405, with 95% of collected surcharges deposited into a new methamphetamine laboratory clean-up cash fund.

Creates the methamphetamine laboratory clean-up cash fund with a local government assistance account to reimburse governing bodies for eligible methamphetamine lab cleanup costs outside the standard remediation process.

Requires contractors and consultants to issue certificates of compliance to property owners upon completion of assessment, decontamination, and sampling work meeting state board of health clean-up standards.

Appropriates $210,920 and 1.2 FTE to the department of public health and environment and $15,142 and 0.1 FTE to the department of law for fiscal year 2012-2013 to implement the bill's provisions.
