Appropriates $28,775,857 from the Colorado Water Conservation Board construction fund for twelve water-related projects and programs for fiscal year 2012-2013, including satellite monitoring ($300,000), weather modification ($175,000), floodplain mapping ($500,000), and watershed restoration ($500,000).

Provides $12,000,000 for the third and final installment of Colorado's Animas-La Plata project water purchase and $5,000,000 each for Rio Grande cooperative project and Chatfield reservoir reallocation project implementation.

Transfers $30,000,000 from the severance tax trust fund's perpetual base account to the water conservation board construction fund for Rio Grande improvements and $13,000,000 for Chatfield reservoir reallocation.

Expands the flood response program to include drought preparedness and renames the flood response fund to the "flood and drought response fund" with $300,000 to restore fund balance.

Authorizes the state engineer to receive and expend contributions from the Colorado Water Conservation Board and renames the water supply reserve account to the water supply reserve fund.
