Authorizes state institutions of higher education to establish student health trusts to partially or fully self-fund student health plans beginning June 1, 2012.

Student health plans established through these trusts may provide health benefits to enrolled students and their eligible dependents.

Requires the commissioner of insurance to participate in a collaborative review process to promulgate rules governing the creation and operation of student health trusts.

Exempts student health trusts and self-funded student health plans from state insurance regulations while allowing the commissioner of insurance to conduct examinations and require reports.
