Creates the Colorado conservation license plate available to vehicles (motorcycles, passenger cars, trucks, noncommercial vehicles under 16,000 pounds) beginning January 1, 2013, or when the department is able to issue them.

Requires applicants to donate $50 to the Colorado conservation fund and provide a certificate from the Three Rivers Alliance confirming the donation to qualify for the special license plate.

Department may stop issuing plates if fewer than 3,000 plates are not issued by July 1, 2017, but existing plate holders may continue using them indefinitely.

Three Rivers Alliance may design the plate if it conforms to department standards and must file annual verification statements that it is a nonprofit organization.

Appropriates $2,960 to the Department of Revenue for computer center services and $5,920 to the Division of Motor Vehicles for license plates and tabs related to implementation.
