HB 13-1001: Advanced Industries Acceleration Act

• Enacts the "Advanced Industries Acceleration Act" to create a grant program supporting advanced industries including advanced manufacturing, aerospace, bioscience, electronics, energy and natural resources, infrastructure engineering, and information technology.

• Establishes the Advanced Industries Acceleration Cash Fund funded by $5.5 million annually starting in fiscal year 2014-15 from gaming revenues, plus $5 million from the general fund on September 1, 2013, and income tax withholding growth from bioscience and clean technology companies.

• Creates three types of grants administered by the Colorado Office of Economic Development: proof-of-concept grants (up to $150,000), early-stage capital and retention grants (up to $250,000), and infrastructure funding grants (up to $500,000), all requiring matching funds from applicants.

• Adds two representatives from advanced industries to the Colorado Economic Development Commission, appointed by the Speaker of the House and President of the Senate, effective September 1, 2013.

• Repeals the separate Bioscience Discovery Evaluation Grant Program and Clean Technology Discovery Evaluation Grant Program effective January 2, 2015, consolidating them into the new Advanced Industries Acceleration program, which expires January 1, 2025.
