HB 13-1004 Summary: Colorado Careers Act of 2013

• Establishes a transitional jobs program administered by the state department to provide temporary wage-paying employment to eligible unemployed and underemployed Coloradans from July 1, 2013 through December 30, 2014.

• Sets eligibility requirements including Colorado residency, age 18+, family income below 150% of federal poverty level, unemployment or underemployment for at least 4 consecutive weeks, and active job seeking through the public workforce system.

• Provides transitional jobs with 8-40 hours per week at minimum wage or higher, up to 30 total weeks across three placements with different host employers, with priority given to non-custodial parents, veterans, and displaced workers 50+ years old.

• Appropriates $2,400,000 and 2.0 FTE to the Department of Human Services for program implementation, plus $1,500,000 each to the Governor's office and Department of Higher Education for job training programs.

• Establishes three key roles: "employer of record" organizations to handle payroll and taxes, "host site employers" to provide work, and "local agency contractors" to recruit workers and provide coaching, with the program automatically repealing July 1, 2017.
