HB 13-1007 Summary

• Creates the Early Childhood and School Readiness Legislative Commission to study and recommend legislation on early childhood development, health care, mental health, parental involvement, family support, child care, and early learning.

• Commission consists of 6 legislators appointed by Senate President, Senate Minority Leader, House Speaker, and House Minority Leader, with initial terms staggered (one, two, and three years) and chair/vice-chair alternating annually between chambers.

• Commission must meet at least four times annually, solicit public input from early childhood experts, and report recommendations to the Legislative Council with legislation treated as interim committee recommendations for introduction deadlines.

• Members receive no compensation or expense reimbursement but may accept in-kind donations of administrative support from nonprofit organizations.

• Commission is repealed effective July 1, 2018, unless extended by subsequent legislation.
