Extends veterans' preference in state hiring to spouses of disabled veterans who are unable to work due to military service-connected disabilities.

Spouses of qualifying disabled veterans receive either 5 additional points on numerical comparative analysis scores or placement on interview eligible lists when non-numerical methods are used.

Candidates must provide a letter from the U.S. Department of Veterans Affairs certifying the veteran's disability status and inability to work, valid for 12 months from issuance, plus proof of legal marriage to the veteran.

Spouse preference is not available for promotional opportunities or positions open to both current employees and outside candidates.

Applies to candidates applying for state employment on or after the bill's effective date.
