Repeals Colorado Revised Statute 30-11-109, eliminating the requirement for boards of county commissioners to advertise for bids on stationery supplies in the official county newspaper at least 20-40 days before opening bids.

Repeals CRS 30-11-111, removing the one-year limit on contracts for supplying books, stationery, records, printing, and other office supplies to county offices.

Repeals CRS 30-11-112, eliminating the prohibition on county officers contracting for or purchasing office supplies outside the bidding process established in the previous statutes.

Retains the exception allowing boards of county commissioners to purchase recycled paper under existing state purchasing division price agreements when comparable in cost and quality.

Takes effect August 7, 2013, unless a referendum petition is filed, in which case approval by voters at the November 2014 general election is required for the bill to take effect.
