Repeals the $15 fee for obtaining or renewing a driver's license with a military branch-of-service identifier under Colorado Revised Statutes 42-2-114(10)(b)(I).

Repeals the $15 fee for obtaining or renewing an identification card with a military branch-of-service identifier under Colorado Revised Statutes 42-2-303(4)(b).

Appropriates $5,000 from the licensing services cash fund to the Department of Revenue for fiscal year 2013-2014 to cover computer programming costs related to implementing the fee elimination.

Takes effect August 7, 2013, unless a referendum petition is filed, in which case implementation is subject to voter approval at the November 2014 general election.
