• Repeals Colorado Revised Statutes 10-16-104(5)(d)(I), which prohibited small group health plans from disclosing mental health history, diagnosis, or treatment services information to the all-payer health claims database.

• Aligns small group insurance laws with large group and individual insurance regulations, which had similar disclosure prohibitions repealed in 2009 to conform with federal law.

• Enables the all-payer health claims database administered by the Center for Improving Value in Health Care to become truly comprehensive by including mental health claims data from small group carriers.

• Allows policymakers, healthcare providers, healthcare purchasers, and patients to track and measure cost and quality improvements for behavioral health and primary care in separate and integrated settings.

• Maintains compliance with federal Health Insurance Portability and Accountability Act (HIPAA) and state privacy and security protections for personal health information.
