Grants the solid and hazardous waste commission exclusive jurisdiction to regulate the beneficial use of produced water from oil and gas operations for dust suppression on unpaved roads in rural areas

Requires the commission to promulgate rules establishing standards for produced water use that prevent discharge of pollutants into state waters

Mandates standards minimize public exposure to naturally occurring radioactive material contained in produced water and establish maximum concentration limits that do not exceed federal Environmental Protection Agency standards for soil application

Clarifies the commission's authority does not extend to regulating oil and gas operations themselves

Defines "produced water" as the portion of exploration and production waste brought to the surface during oil and gas operations, including groundwater and any constituents added by the operator
