Amends Colorado Revised Statutes section 23-31-118 to remove the requirement that equipment and renovation fees be credited to a separate reserve account for appropriation by the general assembly.

Establishes that the $1,001 annual equipment and renovation fee assessed to each cooperative state or accountable student shall be used for acquisition or replacement of equipment and renovation projects.

Specifies Colorado's share of equipment and renovation costs is determined by the annual ratio of Colorado students to accountable students based on beginning enrollment of each school year.

Clarifies that the equipment and renovation fee is based on a student's status as an "accountable student" at the time of admission to the professional veterinary medicine program and cannot be reduced or waived regardless of later in-state status changes.

Declares the act necessary for immediate preservation of public peace, health, and safety.
