Director of the Public Utilities Commission must present an annual report to joint House and Senate Transportation Committees and relevant business/labor committees regarding energy rate cases from the preceding two years, beginning with the second regular session of the 69th General Assembly.

Report must include plain-language synopsis of issues and outcomes for each energy utility rate case, rate increases or decreases expressed as percentage of total monthly and annual billing, and dollar amounts of average increases or decreases by ratepayer class.

Director must post the plain-language synopsis on the Public Utilities Commission's website to make it available to the public.

Report may be submitted in hard copy or electronic form and may address matters outside the scope of evidence presented at rate case hearings.

Act takes effect August 7, 2013, unless a referendum petition is filed, in which case it requires approval by voters at the November 2014 general election.
