Limits the total number of alumni, designer, military, or group special license plates to 96 types in Colorado.

Prohibits members of the General Assembly from introducing or amending bills to create new special license plates of these four categories once the 96-plate limit is reached.

Takes effect 90 days after the general assembly adjourns, subject to voter approval if a referendum petition is filed against it.

If a referendum petition is filed, the act will not take effect unless approved by voters at the November 2014 general election.
