HB 13-1031 Summary

• Establishes a statewide all-hazards resource mobilization system allowing Colorado to deploy emergency resources across jurisdictions during disasters exceeding local capabilities.

• Creates the Resource Mobilization Fund administered by the Executive Director of the Department of Public Safety to reimburse state agencies, tribal governments, and local jurisdictions for expenses incurred when mobilized to assist other jurisdictions.

• Requires the Director of the Office of Emergency Management to develop a statewide mobilization plan with procedures for allocation, deployment, tracking, and demobilization of resources, coordinated with federal, tribal, state, local, and private sector agencies.

• Specifies that mobilized nonhost jurisdictions must participate in mutual aid or interjurisdictional agreements to be eligible for reimbursement from the time of mobilization declaration through demobilization.

• Appropriates $260,114 and 2.8 FTE for fiscal year 2013-2014, including $152,114 for program administration and $108,000 for computer center services.
