Prohibits abortion in Colorado and classifies violations as a class 3 felony, effective July 1, 2013.

Allows exceptions for licensed physicians performing procedures to prevent a pregnant mother's death if reasonable medical efforts are made to preserve both lives, and for accidental or unintentional injury or death resulting from medical treatment.

Exempts pregnant mothers from criminal penalties for undergoing or attempting abortion procedures.

Does not prohibit the sale or use of contraception administered prior to pregnancy detection and in accordance with manufacturer instructions.

Classifies abortion-related convictions as unprofessional conduct for physician licensing purposes.
