Allows noncontiguous parts of a local improvement district to be included only if property owners in those areas petitioned to be included, for districts that levy sales tax.

Permits sales tax revenue to fund organization, promotion, marketing, and management of public events in addition to operation and maintenance of improvements and services.

Establishes a process for property owners to petition the district board to include or exclude property from district boundaries, with the board considering best interests of the property, district, and county.

Requires property included in or excluded from a district to remain subject to taxes and assessments for the district's outstanding indebtedness as of the inclusion or exclusion date.

Takes effect August 7, 2013, unless a referendum petition is filed, in which case it requires voter approval at the November 2014 general election.
