Expands the Legislative Department Cash Fund to include moneys collected or received from private and public sources, in addition to gifts, grants, and donations.

Excludes four specific revenue sources from being credited to the fund: sales from the print shop (bill boxes, directories, publications), payments from departments for audits and studies, cost and fee payments under Section 2-5-118, and sales of Capitol building publications and memorabilia.

Interest earned on fund investments shall be credited to the fund, and unexpended moneys at fiscal year end remain in the fund rather than reverting to the general fund.

Declares the act necessary for immediate preservation of public peace, health, and safety.
