Prohibits state agencies, political subdivisions, and their employees from aiding federal armed forces in investigations, prosecutions, or detentions under Section 1021 of the National Defense Authorization Act for Fiscal Year 2012 (H.R. 1540, Pub.L. 112-81).

Applies prohibition only when providing such aid would violate the U.S. Constitution, Colorado Constitution, or Colorado state law.

Exempts employees of the State Department of Military and Veterans Affairs, Civil Air Patrol, and Colorado National Guard from the prohibition.

Exempts participation in joint task forces, partnerships, or cooperative agreements with federal law enforcement when not specifically for purposes of investigating, prosecuting, or detaining persons under Section 1021 of the NDAA.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
