School districts, not students, must choose which public school a student attends when participating in extracurricular activities outside their school of attendance.

School districts shall consider multiple factors when making placement decisions, including which school offers the most desired activities, proximity to student's residence, parent preferences, and guidance from statewide high school activities associations.

Students may only participate at multiple schools during the same year if their original school does not offer an activity they wish to pursue.

The bill addresses concerns that allowing student choice of schools created opportunities for recruiting violations, formation of "super teams," and displacement of in-district students from their own school teams.

Effective date is August 7, 2013, subject to voter approval in November 2014 if a referendum petition is filed.
