Secretary of state must coordinate the computerized statewide voter registration list with citizenship status records maintained by federal and state agencies, including the U.S. Department of Homeland Security.

Upon obtaining information that a registered voter is not a United States citizen, the secretary of state shall electronically cancel that person's voter registration record after conducting an administrative hearing in accordance with Section 24-4-105, C.R.S.

Legislative findings establish that the secretary of state currently has explicit authority to remove deceased voters and those convicted of felonies, but lacks analogous authority for removing noncitizens.

No separate appropriation of state funds is required, as the act can be implemented within existing appropriations.

The act is designated as necessary for the immediate preservation of public peace, health, and safety.
