Increases the threshold amount for nonattorney representation of closely held entities before courts and administrative agencies from $10,000 to $15,000, effective upon passage of the bill.

Allows officers of closely held entities to represent those entities in court proceedings or before administrative agencies when the amount at issue does not exceed $15,000, exclusive of costs, interest, or statutory penalties.

Takes effect 90 days after final adjournment of the general assembly (August 7, 2013, if adjournment occurred May 8, 2013), subject to referendum petition provisions.

If a referendum petition is filed within 90 days of final adjournment, the act will not take effect unless approved by voters at the November 2014 general election.
