HB13-1057 Summary

• Retains the Colorado Avalanche Information Center within the Department of Natural Resources instead of transferring it to the Colorado School of Mines on January 31, 2013.

• Removes the Avalanche Information Center from the Colorado Geological Survey and establishes it as a separate entity within the Department of Natural Resources, allocated to the Office of the Executive Director.

• Authorizes the Center to enter agreements with the public, industries, and local governments to provide avalanche forecasting and education training, and to recover direct costs through fees.

• Allows the Center to contract with state agencies for services and collect fees to recover direct costs, with all collected moneys credited to a new Colorado Avalanche Information Center Fund.

• Allocates up to five percent of severance tax trust fund operational account moneys to support the Avalanche Information Center, reducing the geological survey allocation from twenty to fifteen percent.
