Amends Colorado Revised Statutes section 27-65-102 to expand the definition of "professional person" under mental health statutes to include out-of-state licensed physicians and certified psychologists.

Allows physicians and psychologists licensed and in good standing in other states to practice at federal treatment facilities in Colorado operated by the Armed Forces, United States Public Health Service, or Department of Veterans Affairs.

Out-of-state professionals must be providing medical or clinical services at qualifying federal treatment facilities to be recognized as professional persons under Colorado mental health law.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
