Amends Colorado Revised Statutes section 1-4-104.5 to require cancellation of a major political party's primary election if that party has no contested races on the ballot at the close of business 60 days before the primary election.

Declares uncontested candidates of a party in each race as the party's official nominee for that office at the general election, with such nominees deemed winners of the primary election for legal purposes.

Requires the names of all nominees declared under this process to be printed on the official general election ballot.

Takes effect August 7, 2013, unless a referendum petition is filed, in which case it requires voter approval at the November 2014 general election.

Applies to elections conducted on or after the effective date of the act.
