Expands collector vehicle registration eligibility to include motor vehicles at least 32 years old, in addition to vehicles from 1975 or earlier and pre-September 1, 2009 registrations.

Requires vehicles 32+ years old registered in air quality program areas to pass an emissions test within 12 months before initial registration and owner must sign affidavit limiting vehicle use to 4,500 miles per year.

Requires 1976 and newer collector's items to obtain an emissions control certificate to register or reregister, valid for 60 months.

Establishes a five-year inspection schedule for 1976 and newer collector's items, separate from biennial and annual schedules for other vehicles.

Appropriates $193,489 for fiscal year 2013 to the department of revenue for computer services ($604) and license plate purchases ($192,885) to implement the act.
