HB13-1073 Summary

• Allows nonprobationary teachers with effective performance ratings to voluntarily waive the requirement that a hiring school district grant them nonprobationary status
• Permits a school district to hire a teacher with probationary status if the teacher waives nonprobationary portability protections
• Applies to nonprobationary teachers hired by a different school district beginning with the 2014-15 school year, except those with two consecutive ineffective performance evaluations
• Does not change the default rule that teachers demonstrating two consecutive effectiveness ratings must be granted nonprobationary status unless they waive this requirement
• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety
