HB 13-1074 Summary

• Relocates the Primary Care Office from the Prevention Services Division to the Department of Public Health and Environment as a direct department function.

• Reduces the Colorado Health Services Corps Advisory Council from fifteen to thirteen members and expands membership to include representatives from behavioral health organizations, faculty members, and practitioners in rural health and safety net clinics.

• Establishes that the Colorado Health Services Corps Fund consists of general fund appropriations, federal grants, state settlement money transfers ($250,000 annually beginning fiscal year 2011-12), and damages/penalties from breach of contract actions.

• Removes a temporary provision requiring transfer of $120,000 from the AIDS and HIV prevention fund to the Colorado Health Service Corps Fund for fiscal year 2009-10.

• Updates statutory references throughout the Colorado Revised Statutes to reflect the relocation of the Primary Care Office from article 20.5 to article 1.5 of title 25.
