Repeals article 22 of title 10 of the Colorado Revised Statutes, which contains the "Colorado Health Benefit Exchange Act" enacted in 2010.

Eliminates the state health benefit exchange, its board of directors, and the legislative health benefits exchange implementation review committee.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 7, 2013, if adjournment occurs on May 8, 2013).

Subject to referendum petition; if challenged within 90 days, the act will not take effect unless approved by voters at the November 2014 general election.
