HB 13-1083 Summary

• Establishes a Motorcycle Operator Safety Advisory Board with 13 members representing vendors, dealers, law enforcement, insurance providers, and the motorcycle community to recommend training methods and improvements to the program.

• Redefines program structure by creating "MOST vendors" as entities offering motorcycle operator safety training that meet Department of Transportation standards, and designates a program coordinator to oversee program compliance and operation.

• Expands training course eligibility to include adults with valid out-of-state driver's licenses who are eligible for a motorcycle endorsement in their home state, in addition to Colorado residents and military members on permanent change-of-station.

• Requires the Department of Transportation to report annually to legislative committees on program effectiveness, motorcycle accident and fatality data, training availability, costs, and other performance measures.

• Schedules the entire motorcycle operator safety training program for repeal effective September 1, 2017, subject to legislative continuation or reestablishment.
