Amends Colorado child care licensing law to clarify licensing requirements when a child care entity receives a new federal employee identification number (FEIN).

Requires an original application and fee when a child care center, camp, treatment facility, or placement agency undergoes a change in operating entity that results in a new FEIN.

Creates an exception: if the FEIN change is solely due to corporate restructuring and the same management/governing body operates in the same facility, the entity is treated as a renewal with applicable renewal fees instead of a full new application.

Limits criminal background checks to newly hired employees only when an entity qualifies for the renewal exception.

Takes effect August 7, 2013, and applies to licenses issued or renewed by the state department of human services on or after that date.
