Caps general fund appropriations to the executive branch at $2 million annually starting in fiscal year 2013-14 for costs associated with membership to professional, subject matter, trade, or other organizations

Requires the state treasurer to deduct the total reduction in general fund appropriations for professional organization memberships and transfer that amount to the state education fund on January 1, 2014

Mandates the state treasurer to transfer an equal amount to the state education fund annually on January 1 each year thereafter, maintaining the same dollar amount transferred on January 1, 2014

Applies the $2 million cap and education fund transfers to use by the governor or any executive department
