Amends Colorado law to confirm home-schooled students have the same rights as public school students to participate in extracurricular and interscholastic activities offered by public schools on an equal basis.

Prohibits school districts, public schools, and interscholastic organizations from requiring home-schooled students to enroll in courses or complete course credits as a condition of participating in extracurricular activities at district-selected schools.

Creates an exception allowing schools to require course enrollment when the extracurricular activity is an extension of the course, such as performing arts groups.

Applies the same restrictions to both Colorado Revised Statutes 22-33-104.5 (home-based education) and 22-32-116.5 (extracurricular and interscholastic activities).

Designated as an emergency measure necessary for immediate preservation of public peace, health, and safety.
