Defines "beneficial use" of waste tires to include agricultural purposes, commercial or industrial uses of tire-derived products, land improvements, and sales to end users.

Clarifies that mobile processors using mobile machinery to process waste tires are eligible waste tire facilities under Colorado law.

Expands the reimbursement program to provide up to $65 per ton of raw Colorado waste tires processed or used, with explicit inclusion of mobile processors as eligible recipients.

Modifies the purpose statement of the reimbursement fund to emphasize encouragement of beneficial use of waste tires and tire-derived products alongside reducing waste tire storage.

Takes effect August 7, 2013, unless subject to referendum petition, in which case it requires approval at the November 2014 general election.
