Bingo-raffle licensees may offer progressive raffles where jackpots carry over and increase between drawings until won, with new drawings scheduled at licensee discretion if jackpot is not awarded.

Bingo-raffle licensees may award consolation prizes for progressive raffles when jackpot is not won, designated as either a specified amount or percentage of gross ticket proceeds, and must conspicuously display the consolation prize amount before the drawing.

The licensing authority may establish rules setting a maximum jackpot amount (minimum $15,000), maximum number of simultaneous progressive raffles, and permitted conducting methods, but may limit drawings to no fewer than 30 before a jackpot must be awarded.

The licensing authority may not prohibit methods where the winning ticket holder receives both a prize for the winning ticket number and a chance to win the jackpot.

Appropriates $25,160 from the department of state cash fund for information technology services and contract programming for implementation, effective January 1, 2014.
