Prohibits employers from requiring employees to become or remain members of labor organizations or pay dues, fees, and assessments to labor organizations as a condition of employment, effective July 1, 2013.

Creates civil remedies allowing injured parties to sue for damages, costs, and reasonable attorney fees in courts of competent jurisdiction.

Establishes criminal penalties of up to $1,000 in fines and/or up to 90 days in county jail for violations.

Authorizes the Attorney General and district attorneys to investigate complaints and prosecute violations.

Declares all-union agreements unfair labor practices and voids any written or oral agreements that violate employee rights under the article, with limited exceptions for employers covered by the federal Railway Labor Act or federal law.
